Course Background
The search for sustainable funding of healthcare delivery system has engaged the attention of responsible governments all over the world. Poverty, high maternal and infant mortality rates coupled with low life expectancy arising from lack of access to healthcare facilities remain some of the key defining characteristics of underdevelopment in the third world countries. In the face of dwindling resources available to government, it has become imperative to seek alternative avenues for sustainable funding of healthcare delivery in the developing countries in particular.
Actuarial science provides a system of pooling funds from several subscribers with a view to securing predefined benefits for all subscribers as the need arises. It provides for a system of risk management which lightens the burden on any particular individual. Ill-health is a risk which could be encountered by anybody. Through the application of the principles of actuarial science, effective healthcare delivery could be guaranteed for individuals, communities and the citizens of a country as a whole.
This course develops an understanding of the fundamental concepts of health care design and management as well as an overview of the environment of health care and health care plans, followed by health plan designs and cost-control techniques drawing on actuarial principles.
